No, they dont want to ride inside the train to avoid paying. They just avoid payment, and risk their life by riding outside the train, not because there aint no place inside.

its expensive for the government. they just look away and drive their tax-payed deluxe cars. same story in argentina, massive transit has collapsed gradually this last year (been in the news, tv, everywhere) but nobody cares!
